The Center for Applied Health Informatics is comprised of several Penn Medicine groups that have collaborated on multiple high priority projects in the health system. During the COVID-19 pandemic, these groups worked together daily to design, build, and implement applied health informatics solutions for testing, vaccination, and telemedicine, among others.
Center for Evidence-based Practice
The Center for Evidence-based Practice (CEP) leads the integration of the best available evidence into institutional decision making, with the goal of strengthening the quality, safety, and value of care for patients. CEP’s multidisciplinary team includes research analysts, clinical liaisons, librarians, and administrators who collaborate to perform systematic reviews, translate evidence into practice contributing to the design of clinical decision support, and educate staff and faculty on evidence-based practice in domains across the health system.

The Center for Health Care Innovation (CHCI) is Penn Medicine’s hub for research, design, and custom software development. Four teams made up of researchers, engineers, designers, clinicians, and project managers develop, test, and implement new applied health informatics strategies for approaching health care challenges, frequently collaborating with other Penn Medicine groups including Web Applications, Information Services (IS), Clinical Effectiveness and Quality Improvement (CEQI), and the Office of the CMIO.

Clinical Effectiveness and Quality Improvement
Penn Medicine’s Clinical Effectiveness and Quality Improvement (CEQI) team focuses on patient safety and how to prevent harm to patients in all health care settings. CEQI leads the efforts of the University of Pennsylvania Health System (UPHS) to create a safer environment for patients, employees, and visitors, as well as guiding appropriate resource use and directing quality improvement initiatives through an evidence-based approach. Through this important work, CEQI supports the health system mission to achieve patient care excellence, educational pre-eminence, and development of new knowledge in patient safety and high-quality care.

EHR Transformation
The Electronic Health Record (EHR) Transformation team provides essential support to clinicians, enabling them to focus on providing patient-centered, evidence-based care. The team of staff, clinicians, and operations experts offers personalized attention, analyzing data on how a clinician uses PennChart (the Penn Medicine EHR) and then working with them to offer individualized coaching about how to optimize workflows. For the EHR Transformation team, applied health informatics is about problem solving and answering the call when clinicians say “there has to be a better way to do this.”

Penn Medicine’s Information Services (IS) department provides information technology support to the entire health system. Comprised of many different groups, IS has been particularly successful in improving clinicians’ use of the electronic health record and leveraging health records to improve disease treatment and enhance clinician workflows. All of these efforts are grounded in careful data analysis and collaboration: it takes a combination of clinical and technical expertise to drive improvements in health care across the health system.

The Office of the Chief Medical Information Officer (CMIO) sets and directs strategy for a wide range of health information initiatives across Penn Medicine. The CMIO team has a long tradition of collaborating with groups in the health system to build consensus, solve problems, and drive decision making about medical information in the organization.
